Hola. México's very serious and very beautiful Minister of Culture, Andrés del Globo, has been sent to the United Nations General Assembly to give the most serious speech of his life. Equipped only with his beautiful balloon animals and most of a mariachi band, he must convince the very serious assembly members in the audience to pass Resolution 2989 to fund all national Ministries of Culture PERMANENTLY!!!!!! This will be very serious and very beautiful, but also very serious. Please do not laugh or smile during the presentation. But you can weep. That is okay.
