The AGA NoVa State and Local Government Committee is pleased to present the AGA NoVa State and Local Government Breakfast, taking place on Wednesday, May 20 at the Ballston Exchange Building located at 4201 Wilson Blvd., 2nd Floor, Multi-Purpose Conference Room Arlington, Virginia.
Join us for a dynamic breakfast session featuring a panel of experts to discuss Capital Projects Funding and Oversight, which is of high importance to state and local government practitioners and to the many federal agencies that provide grant monies to support capital projects.
Guest Speakers:
Michael Peter - Senior Manager, Wastewater Contracting & Capital Infrastructure
Michael R. Peter, MPA, is a seasoned public sector executive with more than two decades of experience leading municipal infrastructure, capital planning, and organizational modernization across Northern Virginia. He currently serves as Senior Manager for Wastewater Contracting & Capital Infrastructure in Fairfax County, where he advances procurement reform, project governance, and lifecycle process improvements that streamline how capital projects move through the system. In Fairfax County, Michael has also held leadership roles in the Park Authority and Land Development Services, and in Arlington County he served in both the Department of Human Services and the Department of Parks & Recreation. Before entering local government, he spent ten years in nonprofit executive leadership, including service as Chief Administrative Officer of The Marrow Foundation. A practitioner and speaker on ethics in public service, Michael brings a blend of practical, academic, and policy-driven experience to the stewardship of public resources. He holds a Master of Public Administration from George Mason University and a Bachelor of Arts in Political Science from Marymount University
Dave Covington - Program Delivery Director, Virginia Department of Transportation
Dave Covington currently serves as VDOT’s I-81 Program Delivery Director, responsible for the delivery of a $6.2 Billion program focused on enhancing safety, reducing congestion, and increasing opportunity for economic development along the 325-mile Interstate 81 corridor in Virginia. Previously Dave served as the VDOT Staunton District Maintenance Engineer and, before that, the Regional Transportation Program Manager for VDOT, acting as the Program Manager for the $250 million Route 29 Solutions Program in the Charlottesville, VA area. Dave has a diverse background including design, maintenance, and construction experience. He has managed complex design-bid-build projects as well as large design-build contracts both as a consultant to VDOT and as an employee of VDOT. Dave is a licensed professional engineer in the Commonwealth of Virginia and holds a degree in Civil Engineering from Virginia Tech.
Attendees will earn 1 Continuing Professional Education (CPE) credit for participating in this informative training event. This is an in-person only event.
