Administrator Orientation: The Big Five & Student Behavioral Threat Assessment and Management

Audience: New and Returning Site Administrators, District Leaders and Law Enforcement and Fire Protection Agencies.

This full-day training is designed for new school site and district administrators and serves as a comprehensive introduction to The Big Five Emergency Response Protocols and San Mateo County’s Student Behavioral Threat Assessment and Management (BTAM) Protocol. Returning administrators will also benefit from important updates and refresher content.
Participants will receive an overview of The Big Five, including new and revised guidance for the 2026–2027 school year, with a focus on Wildfire Evacuation and Emergency Communication Planning. The BTAM portion of the training will cover risk factors associated with targeted school violence, identifying students of concern, completing the Level 1 Threat Assessment Protocol, and determining when a case should be elevated to a Level 2 assessment. Participants will also learn how and when to submit required case management updates and understand the critical role these updates play in supporting effective intervention and safety planning. Interactive case studies will provide opportunities to apply concepts and strengthen decision-making skills.
