29th Tampa Bay Ethics Award: Honoring Dotti Groover-Skipper

Dotti Groover-Skipper

Dotti Groover-Skipper is a passionate advocate for social justice, servant leadership, and community transformation. A graduate of the University of South Florida, she has dedicated her career to driving policy change in substance abuse, addiction, and human trafficking, founding the HeartDance Foundation to support those in the human trafficking industry.

A former Miami Dolphins NFL Cheerleader (1978-1980), Dotti has received numerous accolades, including Florida’s Human Trafficking Advocate of the Year (2013), Woman of Distinction (2014), and the Lifetime Achievement Award from the Hillsborough County Sheriff’s Office (2023). She has served on the Statewide Council on Human Trafficking and holds key leadership roles in multiple local and state organizations.

In February 2024, she delivered a TEDx Talk on human trafficking. Dotti is married to her high school sweetheart, Roger, and they are proud parents of seven adult children and grandparents of three.

• Lunch begins at noon. The ceremony spans until 1:30 p.m.
