An investigation of Puerto Rico's "Operation Bootstrap," an economic development plan undertaken in the 1950's by American corporations who used the island as a source of cheap and abundant labor for their tax-free earnings. The film charts Puerto Rico's present economic crisis that has led to mass migration to the U.S., the promotion of widespread sterilization and unproductive welfare programs.



A comprehensive documentary on Puerto Rican history and U.S.-Puerto Rican relations, focusing on the failure of Puerto Rico's highly vaunted industrial development plan that was to provide a role model for economic development throughout Latin America .
